University of Illinois expert discusses potential benefits to proposed Medicare changesAn elder law expert from the University of Illinois says that House Budget Committee Chairman Paul Ryan's proposal to change aspects of Medicare may represent a complete overthrow of the health insurance program.

According to Richard L. Kaplan, such alterations would eliminate the current defined-benefit program and establish a defined-contribution arrangement in its place, in which seniors would receive a voucher from the government with which to purchase private health insurance.

However, Kaplan added that the proposal would allow seniors to choose from a variety of plans, each of which offers different benefits, premiums and co-payment obligations. Additionally, some elderly individuals could come out ahead as a result of these changes.

"Some seniors will benefit, because they will be able to use their Medicare dollars for benefits that they prefer," he explained. "For example, Medicare currently pays for individual hospital stays of 60 to 90 days in length. But the average hospital stay for someone 65 years or older is less than six days."

As a result, he said that a prospective enrollee could choose a plan that provides shorter hospital stay coverage and opt for one that offers more extensive home healthcare coverage instead.
